A top UN panel (which is like saying the winningest looser) today called for increased taxes on carbon emissions and international transport to raise $100 billion a year to “combat” Global Warming Climate Change Disruption.

Led by the prime ministers of Norway and Ethiopia, they also said there could be a tax on international financial transactions.
